Steps:
1. Have completed all dungeon unlocks between levels 1 and 58.
2. Have completed all main story quests between 1 and 58.
3. Ran Snowcloak for the main story quest - The Path of the Righteous.
4. Pulled up the Dungeon finder High Level Roulette.
5. Snowcloak shows as unlocked on the Dungeon list.
6. Snowcloak shows as locked on the Roulette: High Level list.
7. Searched for any access quests I might have missed, and found none.
8. Searched Camp Dragonhead and Whitebrim, but found no quests.
9. Went to Snowcloak entrance; talked to NPC; and interacted with Entrance.
10. Googled access to Snowcloak to see if I missed something along the way, but found nothing that I haven't already completed.
11. Still locked out of Roulette: High Level due to Snowcloak showing as locked.
12. Submitted an in-game ticket concerning this issue.
13. Was directed by in-game support to create this bug report.

Just to rule it out as a possibility, after you ran Snowcloak did you return to speak to Alphinaud to move on to "For the Greater Good"? Never know...having the quest not fully completed could trip something up.

If so, have you moved on and done the Midgard arena as well (Keeper of the Lake)---think that is in the High Level roulette now. No access to the game atm to check the complete list that way, but they dumped a handful more in there past what some of the wikis are still showing.
