If your tank lets a mob run 40+ yards away before realizing he lost enmity ... You need a new Tank.
Provoke doesn't work on NMs as it is.
That being said, griefing can be reported to a GM. So if someone does manage to take your mob with the sole intention to reset it, report him for harassment.

No, its a contested zone. That is a valid tactic. So is training on them. Its part of the game. Only thing you can do is lock encounters, which is what EQ did.
The issue is allowing reporting in contested content will spam GMs with harassment reports just because people got there first. They feel entitled that they deserve the loot. Which is why SOE in that time made a policy that players have to govern themselves.

No, it's not a valid tactic. Purposely resetting a mob, regardless of type, is punishable if someone else is already attacking it.

Ah, remember in the survey they asked us if we wanted this and the community said no? That's why FATE was created, to prevent this kind of claiming drama.
