Let us play as Garlean deserters!

Theres a garlean deserter npc that can be found in eastern la noscea a small hut called "the severed string." You run into him during the MSQ, he's paces about his shack talking about how his squad was slaughtered by a maelstrom patrol. He also longs to go back home, to possibly his partner.

If I remember correctly, one of the moogle mail quests touches further into his tragic backstory.

As for being a Garlean deserter, you can easily role-play as one since most of Garlemald is occupied by citizens from surrounding nations they have conquered. However, as others have said before, you could never play as a member of the Garlean race. Not only does the character creator lack the precise parts (they appear hyur-like, but are a bit larger in build, always have white hair, and have a 3rd-eye which functions like a sixth-sense), but your character would not fit into the lore of the MSQ at all. Garleans lack the ability to manipulate aether within their bodies, so they compensate by using technology. You wouldn't be able to use /teleport, /return, play as a SMN, WHM, BLM, etc., or attune to any aetheryte.

Assuming you're talking about the race and not simply national origin I doubt it would ever be soley for the fact they can't use magic and would pretty only be able to be a machinist out of the available classes.
