There used to be a thing you could do to still have mp if you timed it right. flare puts you in af3. So before they patched the ui tic you could essentially replace fire3 with flare in your aoe rotation. Either way you are casting something from ui.
Maybe I'm not explaining it well, but you can look up "ffxiv infinite flare" on google or youtube. It was really strong.
Given that SE decided it was an exploit and patched it, I doubt it will be coming back, but what you're saying is not remotely close to what op is asking for.

Thanks for the people who actually knew what I was talking about. I never knew it was considered an exploit, I always thought it worked as intended. Oh well, tomato-tomato. It was the only reason I leveled BLM, it was a fun trick to do. I still contend it should be great to have back, even if it was considered an exploit. Be nice to have some other options.
Multi-flares are also much harder to achieve now that we don't have an MP potion that can restore enough to trigger it with the MP levels at 60 cap. A HQ X-Ether won't even do it. Convert will, of course, so the max you're probably going to want to pull off at full Astral strength is going to be two.
That said, with Blizzard IV and trying to maintain Enochian, the need to do back to back Flares is significantly reduced since the rotation has to be compacted into that 30 second interval anyway.
Flare - Transpose - B2 - B2 - Flare - Flare - Transpose - repeat.
You needed the UI3 for the faster cast time. I guess you could technically do it with UI1, but the timing would be much harder. Missing the timing was crippling, too, leaving you with UI3 powered Flare that did low damage and no mana to do anything for up to 16 seconds before you could finally get a B1 off for some mana.
Anyway, the way they "fixed" that was to make your AF appear after you spell animation, rather than at the beginning, so you now have a small window of neutral time there. I think the UI3 might also disappear slightly sooner. All they actually needed to do was to make Flare require AF to cast, but the fix they chose made everything a lot more awkward with mana ticks and some timings and stuff. You can't even queue F4 in certain situations because of that.
E: Was the Blizzardless version better? I can't remember anymore.

Eh..no. It's always ONLY going to be Bliz 3 > Fire 3 > Fire I/IV, ONLY using Fire III from Firestarter. Never freaking Bliz 3 > Fire 3 > Bliz 3..jesus that's easily going to be the crappiest dps rotation ever. And doing Fire 3 > Bliz 3 > Fire 3 is no better. Bliz 3 serves two purposes; 1. MP restoration. 2. Setup for quick transition into Astral Fire III. The aim is to have full MP for all Fire 1s/Fire IV's. Never for Fire III.

Forget about the Infinite Flare, that was lame anyways.
But I really would appreciate when the Mana Tic would come randomly, and not the "most time to waste and let the BLM stand around like a dick"
I really hate it in A2S where Flare comes at least somewhat handy (despite the nerf) but I tend to stick more to Single Target and let the SMN AoEing more, as often I Transpose after a Flare and wait a felt 6 seconds until I get some Mana to do something, mostly resulting in wearing of Enochian.
The delays switching AF/UI and enabling F4/B4 somewhat can be accepted, but the Mana Tic is really breaking all the fluid in the AoE - rotation.
Hope this gets better on lower latency, atm, I feel quite in disadvantage.
