yeah.. need to get away from those congested level3 nodes. Been buggered up for a while now...not just an issue in the scope of XIV either. You can find their hops in reports for WoW, GW2, LoL... The car2 addresses are frequent offenders, but lately we've been seeing a lot of reports of issues between Verizon/alter.net and Level3 in various areas---not just NY and Canada, but also out on the west coast and southern midwest as well.
They have the capability to move users to TATA or Cogent in those troubled areas (Time Warner moves me around at least once or twice a month trying to avoid issues)...they just refuse to do what is best for their customers.
The really odd thing too is that Verizon's alter.net/UUNET group
(AS701) peers with Ormuco....and yet they are still switching you off to Level3 to get from Washington, DC to Montreal. That division originated in/around Virginia decades ago, and has very established routes through the north east corridors.

Although...the way mergers/acquisitions go these days, some of those lines could have gotten absorbed by Level3 somewhere along the line, which might explain why so many Verizon customers wind up on them. It's just plain weird though. It isn't a new problem...they've seen the warning signs for nigh on 2 decades now, and there have been multiple filings with the FCC over it since the turn of the century. And yet, even after the Netflix debacle where Verizon got caught red-handed deliberately choking connectivity to it's competitors (and let's not forget the recent Time Warner merger debates)....these ISP's just continue to neglect and abuse customers.
