it happens more often then you think, I have had similar issues with bismark. Id make a clear party to have up to a % seen/beat and when i asked every person who joined i got generic replies we tried anyway and wiped then people when "o sorry gotta go" and this was on a jp server.I just dont see that scenario as very typical. Most people will admit their experience level. The issue's being talked about here are so easily handled before you even go in by simple communication. I just dont run into a lot of these issues in reality, and when someone does join the party and doesn't qualify for what we need its just easy to tell and deal with before going in.
The way party finder works does more harm then good for the intended use. My boyfriend HATES the party finder system because when he tries to form parties they never work out, this is on jp or na server. He has better luck in DF then doing content in PF (and he is a great player and does what he can to get the best gear) but he hates how 1-4 players can mess it up for everyone else.

People's argument's are either 'I only read the title and my response isn't even valid,' 'people won't be able to get carried anymore,' or 'this doesn't happen to me so it doesn't happen at all.'

filthy casuals Vs filthy hardcore gamers
JP might do things this way
DF = serious runs
PF = practice runs
NA/EU do things this way
PF = serious runs
DF = practice runs
NA/EU - how it feels from a casuals point of view
PF = serious runs (no noobs)
DF = serious runs (no noobs)
