Because this problem only exists for Western players. Party finder is for practice in Japan, while duty finder is here.

RMT practically doesn't exist on JPN worlds either, look at all the wonderful tools the rest of us have to deal with it (ie. none).
Anyhow - I suppose an option that disallows people without the clear could and should be implemented. There are quite a few already, one more to help people form the parties they want wouldn't hurt. So yeah, why not. I already see too many PFs that are either for farm only or not specified at all, something like would contribute to clarifying whether someone can join or not without much of an effort or cause for confusion.

In Japan they also specify that it's a practice group, and what specific phase they're practicing.
You'll still get hate if you just jump into random party finders (like using clear groups for your own practice).
