I guess I simply don't understand the point that it is "seperating" the community. This happens already, its in the code of the game it self, it's in the very core of the genre. We are seperated by skill level differences in the form of our characters level. You can't enter higher level content until you reach a certain level. You can't do a fight til you complete the quest.

It's a tiered system put in place to make sure that there is a minimum skill level to enter content. So my question to you then is: Why would a system to recquire a clear be any different?

Even in society we seperate schoolchildren by skill level in schools. You cant enter 3rd grade until you complete and master 2nd grade content. So what's with the community point then?

It's still a very viable option to create a clear party in PF. People waaaaaaay discount how effective this is at getting a clear. There's social networks to deal with this content everywhere. Barring that it's even possible to purchase clears ( which I don't condone in any way ). This is just a much clearer line in the sand for a party that wants to use it's time effectively.

What your essentially saying is a farm party's time is less valuable then a new player's time. This is just simply not the case. However, if you feel that this isn't true then I simply won't respond because obviously there's is a divide in ethics between us.
