Its an entirely different culture in JP/Asia as they actually make a conscious effort to be good at content rather than just get carried through it. I would love to use DF for farming due to quick queue times but unfortunately the lack of community and increase in "selfish-tendencies" forces people who are new to practice in DF and farmers to farm in PF/statics. I agree with the OP entirely as his idea doesn't filter out new players just liars.

My experience has been different, can usually get 4+ clears before someone has to go, as opposed to with a learning/clear party. Those seem like nothing but constant wipes with people who give up after the 4th or 5th attempt, and if we do beat it it's almost immediately disbanded. That's why I've started making my own clear parties when there's none open.
The amount of hours wasted, thanks to inexperienced players advertising themselves as competent.
I do not have a problem with inexperienced players, and as you say am hugely open to help, as such i join kill groups and practice groups to help out, but never have i joined a group expecting a carry.

This should 100% be included. So those that want to get on with their 'gaming' experience in this 'game' can enjoy the entertaining aspect of the 'game' .....GAME!!! (I love to see someone new and share in the completion of the content) And those that unfortunately have turned this into a 9-5 chore can get on with the collecting of the pretty and shiny electronic imaginary items, I worry about those guys.....they don't sleep well after those magic bonus notices pop up. So have a heart SE and gamers, please stop making this job harder for them. Give these poor oppressed people what they NEED.... so maybe those seeking to entertain themselves can get on with things without listening to them complain and cry so much.
This title IS a bit misleading I will admit.
Does the message appear when a new person joins your group? If your on farm, you have every right to get rid of said players that have not cleared. However, should you choose to keep them, then it's whatever happens, happens. This could be a bit tougher to do if more than one new player joins, since you won't know who has cleared and who hasn't, but I don't think blocking in the PF is the answer..
Especially in a theme park type MMO as this one. I just don't see devs giving players the ability to lock out folks from the PF. Plus I can see this being abused in some way or another down the line. People do crazy things sometimes when given the means to do so.
The title is just a quick version of what I'm trying to convey. The message only pops up when you've actually entered the duty, meaning it could be anyone if they are all PUGs and don't say anything (which let's face it, people rarely do).
It's not just being the party leader that's causing problems either. I have joined parties which say 'disband if bonus' and of course someone who is new has to join. It's getting kind of ridiculous.
