Rowena Triple Triad restrictions?

It seems like I cannot challenge Rowena for a Triple Triad Match. All that she says to me is: "I could fiddle around with card games...or I could run my business an' make good coin. While I think on that, best you go off an' adventure." From what I remember I could play against her before Heavensward came out. Did they put any restrictions on her? Like you cannot challenge her while on some storyline mission or something?

Last believable player note i see is you must complete the quest "the weaponsmith of legend" it is either the first or second quest in the lvl 50 relic chain dont remember which off hand and is the first quest you are introduced to rowena in specifically to memory.
