That's correct, however there's the opportunity cost of using 1000 lore to buy the lore weapon, which is that you're not spending it to buy something else (like the legs in my own case). So the answer is to compare both upgrades and see which one yields the bigger DPS increase.

Upgrading from i230 anima to i230 lore weapon (DET V x2) is,
-9 DET -114 SKS +114 CRIT

Upgrading from i220 prototype midan (DET IV x2) to i230 lore legs (CRIT IV x2) is,
-8 CRIT -79 DET +106 SKS +10 DEX +22 VIT

Basically it's 10 DEX 220 SKS vs 122 CRIT 70 DET

Personally I judge the leg upgrade to be the larger of the two just looking at the DPS stats, and the extra VIT is icing on the cake. I know the SKS is obviously the big red flag, but it's been mentioned by others that the SKS value in the op of this thread isn't particularly accurate (it's still not rated very highly mind you, but it's just not that low), and I have a couple of suspicions of my own.
