The whole icon flashing problem was pretty dumb too. The buff was already there but somehow the dev felt the need to delay their appearances for whatever reasons.
This is also the case for every oGCD buff skills too.

I don't think it is done intentionally, I think the buffs appearance is based on server refreshes. For example use split shot normally, and then use split shot with an ogcd and watch how quickly the proc will come up due to a forced refresh.
