The un-targetable Npcs?
Like the nameless npcs that walk around town carrying on with their lives? They are all over HW areas

Happened to my cousin but he said it was windows 10 update after he updated and came back it didn't do it anymore.
Has SE done the windows 10 authentication yet?
I've had this issue in Foundation on Windows 8.1. Not sure why, but any NPC who may or may not appear in heavily congested zones will seem to flicker in and out depending on where you are standing.
There is a guy on a wall with a hammer in foundation that has this issue. He appears when I'm standing to the west, but disappears when I'm looking at him from the east. And the fishing and mining NPCs in Forgotten Knight only appear when I get close to where they are supposed to stand, otherwise they seem to be missing.
If you mean the nameless npcs, than that's normal. Now if you mean targetable npcs, one of two things. The system is removing then from screen to reduce stress and/or lag to the game. The other could be down to a GPU issue. The GPU issue I have is with the name plates. Names flashing or disappearing. Missingno text with mixmatch names between mobs and PCs. Some names it comes up with are comical and or times it's just downright annoying to see.

A20: While the feature can be implemented, it’s currently masked. It’s currently masked because we would like to prevent players from harassing each other just because they know they would never party together in the future. We will continue to monitor the situation carefully as we move forward.
