Again. Situational. As you said "WAR".
PLD and DRK make up 2/3 of the tanks in game.

This just in. Min-maxing requires you to change stuff!
^ Blizzard II after DoTs + Shadowflare + M2 for AoE.There's a lot of caveats to this discussion - outside of I believe Astro (not entirely sure, I just see them casting a massive spell all the time), a healer's AOE DPS rotation doesn't last for very long. As an example, once a SCH puts up DoTs + Bane + Miasma 2 they're just using Broil from then on, whereas I'm nonstop using Overpower, so the minimum I need to be alive for is their opening set of DoTs + Miasma 2, because beyond then the DPS I gain from STR accessories far outweighs their DPS from single target Broil.
However you're right. Especially with a WHM, STR vs VIT beyond a certain amount of minimum HP doesn't actually let a healer do anything more or less in a dungeon pull. Healers can only DPS so much, whether it's because of MP, a tank running out of CDs, stun resistance wearing off, whatever.
Personally when I do dungeons I roll with a WAR who goes full STR, Deliverance the entire dungeon for Neverreap or Fractal. Full pulls. As WHM it doesn't even matter to me, I top him off, Regen, PoM Holy > Aero III > Holy spam with Assize about 5-6 times, then I can't really DPS much more even if I wanted so it's back to heal mode. Pulls end before this or shortly after depending on how PUGtastic the group is. Bloodbath from a full STR WAR is enough to outheal a healer. We don't even bother with Unchained because it's pointless, it doesn't do anything helpful in this case ...
Raids are actually pretty similar, all of A1-4S. Deliverance, Sword, no Grit ... it's all the same thing. Healers lose a couple GCDs over tank stance, otherwise it's just more DPS, and far more total DPS.
