It's been brought up in the past and Yoshida(?) has said no, as there's only a handful of them and, apart from A-Towa-Cant, they don't leave the Twelveswood.
Considering the Padjal are a incredibly rare, it won't happen unless they want to mess with the lore. Also they're a special type of Hyur (can't say I know much more than that, but a quick google search should tell you more).
As has been said, padjal will never be playable, as they're not even a true race - as Colorful mentioned padjal are actually born as hyur, specifically, Midlanders, but sometime in late childhood they are selected by the elementals to become their emissary in Gridania, which by currently unknown means (somewhat disturbingly referred to in version 1.0 as being 'touched' by the elementals) causes them to cease aging physically, trapping them in the body of a child while also simultaneously causing horns to grow from their heads. So basically, you can't be born as a padjal, it's more a special status where you're chosen to be one by the elementals.
They do seem to be able to take leave of the forest occasionally though (Kan-E is repeatedly seen travelling around Eorzea after all - including all the way to the Churning Mists in Dravania), so they're not necessarily bound to the forest eternally, they just have to exercise caution with everything they do is within the will of the elementals. Hence as adventurers are free-spirited and pretty much 'do as they like', it makes it pretty conclusive they will never be select-able as a player 'race'.
Let's not. Aside from lore reasoning, there are too many already. :P
And if people really want to be a Padjal (Midlander only), they can just get the Ultima horns. That's close enough, right?
People seem to forget something crucial that even Yoshi-P as forgotten over the years... All characters in the world of FF14 aside from your own is non-canon so the reason YoshiP provided to explain why the Padgal are unplayable is very poor.
There can be only 1 Warrior of Light so why is everyone and their grandma is one? Only padjals can be white mage and yet, everyone is one. Ninjas are from Dohma but yet, there is a bunch who like us became ninjas by doing quests. Following the same logic, why is the Padjal race locked behind ''Lore'' reasons when there is obviously no lore boundaries in this game? This game being an mmo is lore breaking with thousands of people immune to Primal tempering and overly powerful characters, capable to thwart the best the Empire, Ishgard and the Ascians have to offer.
In fact, we should have all the rights to play a Padjal because we are the freakin' warrior of light, the chosen champion of Hydaelyn who will vanquish the most powerful of evil, Zodiark and the Ascians. But apparently, that unique warrior of light chosen by the world itself cannot be a Padjal because a Padjal are chosen by elementals and thus rare? That is soooo poor for an argument.

And the decision to make Padjal the communication link between the Gridania people and the Elementals go back to Tanaka.
Also lorewise the immunity to primal temper is because of the echo, which have lorewise many people (during 1.0 Minfillia collected many people with the echo for her first organisation, to explore this gift together).

2. To get chosen, the Elementals have to see you to be worth for it (if you have a pure soul or so)
3. You have to be a Hyur teenager
4. You have to be born in Gidania
5. After you get chosen, a many years long training begin in the conjurer guild
Alone point 4 say that a player can't be a Padjal, because an adventurer isn't born in the city where he start.

Seeing other players as White Mages, Ninjas, Paladins, etc. is accepted because it's vital to gameplay, there's no way around that unless it was a singleplayer game. Padjal on the other hand are different, they're not selected based off achievements you've accomplished so being the WoL has nothing to do with it.
It's not a poor argument, it's the lore that SE has set. Your argument on the other hand is "lore has been broken in this game before, why does it matter if it's done again?" which I consider to be a poor argument. Why not just let players become an Ascian while we're at it, or a pure-blood Garlean?
