Doesn't look like anything consumes BotD as it stands right now. 4th-combos both add 10s each instead of 15, but are done back-to-back. Seems that Geirskogul upkeep is no longer a thing but now we want to time our bursts likely to fit under the new red BotD.From the ability video.
The dragon he shoots up, doesn't cost any botd time to use. However, its only purpose seems to be building to allow to go into red blood of the dragon. Looks like you need to do twice, followed by a GK to activate red.
GK no longer consumes a bunch of time off it, but instead adds a bit and takes you into red form at the same time.
Can use both 4th combos back to back.
So the question is.. what skill consumes our blood of the dragon? Nothing ate it as GK currently does?

Dragoon was almost an auto-include for most raid groups in Heavensward. Their strong damage, piercing debuff and critical hit buff ensured that they were never unwelcome. They had their problems though, as maintaining their premier mechanic Blood of The Dragon, created a cavernous rift between good Dragoons, and mediocre ones. The abilities gained in Stormblood are here to bridge that gap a little. They also continue the theme of the Dragoon embracing more and more of the Dragon’s power.
Dragoon retains its’ central mechanic of Blood of the Dragon, which is the focus of its’ Job UI, the Dragon Gauge. When Blood of the Dragon is active the UI shows a meter representing your time left on the buff which is pretty straightforward, but directly above that is a dragon’s eye which opens further as you perform a new action. After the Dragoon uses Jump or Spineshatter Dive they trigger a buff called Dive Ready, which enables the use of Mirage Dive. This is the ability shown in the live letter that looked like a dragon diving onto the enemy. It is an off-GCD with 200 potency that adds an eye to your Dragon Gauge. Once you gain four eyes, using Geirskogul will activate the new mode, Life of the Dragon. While this status is active, Geirskogul is changed to a new ability called Nastrond, which is a 320-potency attack with the same range and shape as Geirskogul on a 10 second cooldown. Once in Life of the Dragon, the timer resets to 15 seconds and you have that long to possibly get in two Nastrond uses.
Other than that new mode, Dragoon also receives a new party buff, well a party member buff. Dragon Sight is a new two-minute cooldown that grants a 10% damage buff to the Dragoon, and a 5% damage bonus to your target as long as you stay within 6 yalms of each other, that’s right, you are tethered together, best friends!
It has a 15 second duration and it does not end when you are out of range, it always lasts for 15 seconds, but the damage buff is only active when you are together within range. Dragoon has a new AoE weaponskill that combos from Doom Spike called Sonic Thrust, which is a 170-potency attack for 120 TP.
As an ease of use change, Geirskogul does not decrease your current timer for Blood of the Dragon anymore, ensuring that Blood of the Dragon is easier to maintain, especially with the changes to Wheeling Thrust and Fang and Claw. You can now combo Wheeling Thrust into Fang and Claw, or vice versa. This is how the Dragoon in the Job ability trailer boosted their Blood of the Dragon timer by 20 after their combo which will make it much easier to maintain the buff through the phases leading up to the use of Life of the Dragon, even when the boss is doing its’ best to stymie you. All of these changes put Dragoon is an amazing spot. More utility, more damage, and a much easier time maintaining your buffs mean that a wide swath of players will see huge DPS increases. The question is, how high is the skill ceiling? When you switch to Life of the Dragon, can you retain all of the remaining timer on Blood of the Dragon? In the trailer, the Dragoon has below 15 seconds and it increases to 15 when triggered. Is that a minimum or a maximum? Time will tell.

Wheeling Trust off of Chaos, Fang and claw off of full thrust, no more random.
Disembowel duration increased
Most skills damage increased

Forgot to mention:
Full Thrust now 100% always combos into Fang & Claw, and Chaos Thrust 100% always combos into Wheeling Thrust. It's no longer random chance of either proc. The quality of life for this means you can remain behind the target after Chaos Thrust to hit them with Wheeling Thrust. And usually after Full Thrust combo you would usually apply Heavy Thrust, but now it lasts 6 seconds longer, allowing you to Fang&Claw after Full Thrust, and you're right in position to Heavy Thrust.

How did the DRG in the Job Actions video get LoTD active with using only 2 Mirage Dives. Presumably, the only actions which give you a stack of Dragon's Eye is Mirage Dive...unless BoTD starts you out with "2 eyes."

For the preview one they probably tricked the thing, otherwise you gotta do 4 jump which would take a while.

other than a lot of potency buffs across the board (probably due to Disembowel nerf to 5% more so than the B4B nerf) the biggest thing I noticed was the reduced TP cost on weaponskills. It seems all our single target ones dropped by 10 points. Invigorate as a role ability is pretty much a niche use for encounters where we aoe. If TP regen stays at the current rate of 60 per server tick, we should only be losing ~80 TP per minute with a zero skillspeed gearset. And looking at our new rotation, that's seems to be what we want. With changes to Wheeling and F/C comboing off eachother we now have Heavy Thrust (30 second buff) and 2x 5 skill combos for single target (RIP Ph).
So 11 skills x 2.5s = 27.5 second rotation in a 30 second buff window.
Shouldn't have any problems refreshing HT before it's own buff falls off. We've lost Ph so skillspeed will only be boosting the dps of CTs dot assuming skillspeed still affects dots. GK is on a 35 second cooldown so we can't try to get an extra one per minute.
So uh.... yeah, zero skillspeed builds are back in fashion all
Edit: screenshots I've seen of Disembowels tooltip in EN still showed it reducing Piercing resistance by 10%, but I'd been told the JP tooltips say 5%

Doesn't Geirskogul count as 1 eye? So it would be BotD(1) > Mirage (2) > Mirage (3) > Geir (4)
According to the tooltips no. Mirage adds the eyes, Geirskogul + 4 eyes grants life.

Pretty sure from what we saw from Media Tour at least, only Mirage Dive gives you eyes, so you'll need 2 Jumps and 2 Spinershatter to get into Red BotD (or 3 Jumps 1 Spinershatter). Which would be around min 1:10 in an actual fight, and remember we need Geirskogul to enter Red BotD with a 35 sec CD now so it would make even more sense, also we could pair it with B4B (1:20 CD). Also, we are going to be able to use 3 Nastronds in the same Life of the Dragon, maybe 4 but that would be super tight, I actually don't think we can pull that off.
