I do IR -> BotD. Granted, I'm far more concerned with the big picture and practical raiding (like conservation of BotD) than micro-optimizations in dummy rotations. I try to keep any such optimizations based on a specific fight (if I even bother). The main exception I'll make for delaying stuff is putting Geirskogul #3 into an Internal Release (I can never quite get the 2x BfB thing to work out well, this is the substitute), so I don't know that BotD -> IR would help me in that regard.

Of course, Life Surge has a really small overall potency, but having the CD shorter than the loop (like when it went 60s->50s) has never not been a relief to the senses....
