Heals don't scale well - the upgrade from a weapon benefits the healer least out of all of the jobs. It doesn't help the raid survive any better than more efficient healing does.
Weapons DO boost enmity generation for tanks, but tanks don't need more enmity generation. So if you're giving someone (a tank) a weapon to boost dps, why aren't you giving it to the dps instead?
Again - upgrades are multiplicative. Your output will increase relative to your current output. Tanks were drastically scaled down in 3.2 (~20% drop) so a weapon going to a tank over a dps (when tanks get MUCH more mileage out of buying vit accessories and melding strength, by value-per-tome) is absolutely ludicrous.
More dps = faster kills = fewer mechanics seen = less chance the raid fucks up = more consistent clears
There's absolutely no reason at all to give High-Capacity Tomestone 1-4 to anyone other than each of the 4 dps in this current meta.



Going by A8S training dummies, it will be tuned pretty tight for current gear. My group in i220 can get sub-5% on the dummies, sometimes clearing it with good crits, but on average we do not currently clear the dummies. I intend on clearing A8S by week 3 or 4, or within a week or so of world first, so for me, getting more group DPS seems the most logical means of securing a win in that time frame. Even back in SCoB I think it was favorable to give DPS the weapon tomes. More DPS generally means you get to push a phase before another mechanic comes out. Healing and tanking's still relatively lax in this tier so far, it's only the mechanics that are rough, and seeing less of them is priority #1.
My group gave our A6S tome to our DRG, I doubt we'll regret it TBH.
