I don't want to alarm anyone, but calculating BiS is a bit more complicated with the melding now ^^;;
Anyway, I'm estimating ~2000 DPS at whatever BiS ends up being; if so, the SSS target for Burden of the Son (Savage) at i240 [1770 / 2000 = .885] isn't as harshly tuned as Burden of the Father (Savage) at i210 [1360 / 1490 = .913], but that could also just be the weapon damage talking.
(Hope you like farming materia, though....)
Yup. My model estimates, in full duo-melds, 2.1k with the new Max Potions.
BiS gearring is just as easy. I simply add every possible combination of meld as a separate gear piece and run the solvers that way. It does mean I have around 100 gear pieces, rather than 24, to solve for... But meh.

Yes, I've just had a long-term case of coder's block (it's part of why I do what I do in this game). It's long past time I either made my own or adapted MrYaah's solver.

The only Quarantine where this could potentially be an issue is #2, for which you should have Elusive Jump ready and a combo proc'd and ready to use on the nearest leg you can elusive toward. O: 1 and 3 spit you out pretty close to Mortal Revolution (3 also has the Elusive Jump clause - and in all my runs I have never been picked for BOTH 2 and 3 - and I've never seen a dps get picked for both of those two - it's either 1, 2, 3, 1-2, or 1-3, in my experience).
And I've been mucking around a bit with gearsets and can't settle on one set I particularly love.
The only thing that is ABSOLUTELY NECESSARY in my opinion - every single Dragoon must absolutely without a doubt invest in the 220 crafted chest. Unless your group is gonna down A8S sometime soon, which seems quite unlikely, you'll definitely want it. It's more flexible than the acc/sks 230-240 and is marginally worse than the 240 Lore chest, both fully melded.
AAAAAND. Until we see an A7S clear that *fingers crossed* drops a Gobdip, we need to be operating under the assumption that it's gonna be 220 from Sephirot -> 230 from (A6S please?) 7 weeks -> 240/245 from A8S, which, while super shitty, means that dps check is a LOT tighter, since we can't have 240 weapons going into it. We're stuck with 230 at best. That's a pretty substantial difference in terms of dps capacity.
I have a solver similar to MrYaah which now calculates via DPS... 1 hour in, 1300 sets calcuated and still not found out what the most optimal set is at i245 @ 720 accuracy (which is what I guess A8S accuracy will be); That's after removing "junk" melds.
Alternatively, we could use stat-weights still, but it doesn't accurately reflect the high SS/CRT build, which somehow turned out give the highest DPS contributions in both your Excel Model, and someone elses. Most of the stat-weighted sets anyway, give 1100+ CRT and 640+ SS anyway... Meh.

Do we have any idea if upgrading Lore gear will retain the materias melded within? Probably not, but it never hurts to hope.
See, as a computer scientist, I probably could make something faster, it just wouldn't be enough faster in all likelihood. It's a combinatorically unpleasant problem to start with, and then you have the matter of multiple accuracy caps. Granted, a thing I would do to simplify matters is to not include accuracy melds at first, then see where there are accuracy jumps between solved sets.

Head: 2 X det V, 3 X det IV
Body: 2 x det V, 3 x det IV
Belt(not crafted, from alex): Crit V
Feet: Crit V atm
Necklace: Det V
Earring: Crit V
Ring: Det V.
This is the 3 star eikon stuff which I'm talking about, I didnt cap all stuff with melds like my feet and my accessories, but what should the other melds on those be? I wanna make sure because I already spent lots of money on this XD
