If you have enough accuracy, the 190 chest is better than the 200 chest; it's the reason I haven't bothered buying it yet. There's a few spots where that happens. The 200 eso belt is stronger than the 210 Gordian belt, for example. The same is true for the pants.
@crmzon: It might be worthwhile to pop over to Ariyala, plug in current weights, and use the My Inventory setting to see if it can reason out a set of gear for you to use that would be ideal for A3/A4 based in the stuff you have and content you're on. There might actually be a way to boost your dps while lowering your skill speed, ignoring the ways that high value messes with your dps currently.
Some quick things I can see - if you have the 210 eso belt and wrist, you can swap those two pieces in (if only one is 210, it's hardly a loss) for a dps gain while dropping SS to 658 and maintaining accuracy.
