If you have enough accuracy, the 190 chest is better than the 200 chest; it's the reason I haven't bothered buying it yet. There's a few spots where that happens. The 200 eso belt is stronger than the 210 Gordian belt, for example. The same is true for the pants.
@crmzon: It might be worthwhile to pop over to Ariyala, plug in current weights, and use the My Inventory setting to see if it can reason out a set of gear for you to use that would be ideal for A3/A4 based in the stuff you have and content you're on. There might actually be a way to boost your dps while lowering your skill speed, ignoring the ways that high value messes with your dps currently.
Some quick things I can see - if you have the 210 eso belt and wrist, you can swap those two pieces in (if only one is 210, it's hardly a loss) for a dps gain while dropping SS to 658 and maintaining accuracy.

				Arrow is amazing! Unless it's Expanded Arrow, your gcd gets low enough (2.16 or 2.04) to actually revert to H IDC4 P TTT4 H TTT4 P IDC4 H TTT4 P TTT4 (assuming it lasts long enough) and see a dps gain. I tested it out at 2.16 and actually hit that second Impulse Drive with a Disembowel buff active, which iirc was the break point you mentioned in your big crazy number crunching re: skill speed and the new rotation. Also Arrow gets you low enough to let you get 4 gsk per minute (even expanded - 2.28 gcd) if it lasts long enough - 30s is sometimes enough if it comes at the right time. Extended Arrow is hands down the best buff an AST can ever give us, I'd bet, without actually crunching numbers to compare it to enhanced/expanded Balance.
Enhanced Arrow makes Dragoon as fast as a Ninja or Monk with all the raw damage potential it naturally has. It's STUPID how good it makes you. Also stupid how fast your TP drains.

What I really did was I just assumed (correctly) that, at very high Skill Speeds, ID clipping is something that will probably happen. Second of all... actually... a while back, I found an error in the equation as it's written on the main page here (bad Thendiel), and determined that a more accurate break point value would be about 2.06s. Just for the record. I'll fix my write-up sometime soon.
In any case, you're right that Arrow definitely has the potential to be awesome, but it also has the potential to place us in the "dead zone" of sub-optimal Geirskogul use that I've talked about, particularly if one receives Arrow late in a one-minute BotD cycle. It may well be that the DPS gain from the Skill Speed boost is worth that trade-off, but it *would* be a trade-off. On the other hand, if you get Arrow early in a BotD cycle and can crank out extra Geirskoguls per minute, then, yeah, it's purely fantastic.
It's probably best just to keep your item level as high as possible, since the benefits you get in terms of strength and secondary stats likely outweigh the disadvantages of sub-optimal Geirskogul use. It's not that a GCD length of 2.31s to 2.38s is apocalyptically bad; it's just bad in a way that isn't reflected by the stat weights, so, given reasonable gear flexibility, we'd want to shoot for sub-660 SS. Here is a write-up that I made which illustrates the disadvantages of 2.31s-2.38s. In it, I peg the associated DPS decrease at about 0.7%.
In the meantime, try toying around with Ariyala's like Jack recommended, and keep an eye out for opportunities to lower your Skill Speed with future Gordian Manifesto Page purchases.

				My problem was I didn't go back to re-read it and that was the one point that stuck out in my mind. That all makes more sense, my apologies.
I just took it upon myself to (probably poorly) compare the two different cards and how they would affect the initial 30s of Dragoon DPS.
Assumptions I made:
Base GCD- 2.40
Arrow- 2.16
Enhanced Arrow- 2.04
Balance/Arrow popped immediately proceeding your initial Heavy Thrust.
Went with a base crit rate of 15%, which is ~800 crit.
