By dex you mean skill speed?
IF that's what you mean then the cap is something like 599.
So yeah, I melded to have my SS cap, even a bit more because I personnaly find this more comfortable.
And there should be enough accuracy for A9S-A11S.

Take it as a basis and add some 260 gear.
Aim for critical.
