Our level 70 skill is on low cool down and mitigates 20% of hp, like 8k @ 40k hp... AND boosts our blood gauge. that's pretty strong lol. Sure it costs a bit of mp but we can get it back fairly easily. Hopefully they fix blood price though.

The issue I have with TBN is not that it isn't a great skill on its own, its that when you look at the rest of our kit we are less defensive than both warrior and paladin. In the state we are in right now dark knights are a risk reward tank with no reward.
Rampart is clearly the same across the tanks.
Warrior: Vengence is awesome in having a 2 minute cool down and has a counter attack, in addition they have a 100% parry move as well as a 20% HP up, which though it is on a longer cool down it is also up 4 times longer and restores HP. They also have a power selfheal and inner beast, though these come at a fairly high price these days.

Sentinel is the same skill for the cool down but 10% more mitigation, in addition you can buff your blocking rate, and use sheltron fairly frequently for a 24% block, and now have passage of arms which can also be used for a 100% block in an emergency.
The issue isn't how great TBN is currently, its that as a whole our kit is missing something. We bring the least mitigation and dps to the table of the tanks and our only utility is in TBN, which when cast on a party member is basically a divine veil but for one person. Also, none of these abilities come at a cost to paladin or warrior (except where noted for warrior), where as for a dark knight you are giving up some dps to perform the skill unless you are also in grit.
