Unfortunately Techno is 100% correct here, the second you allow offline anything in the client it means the data is fully contained in client memory and later uploaded... it would take hackers less than a few days to unravel the memory bits for something like a HQ vs NQ flag and then create an inject hack to force the good to always be HQ. The process for something like that is insanely simple so its not an option. This is the same reason D3 for PCs never offered an offline mode because it greatly limited hacking opportunities in comparison to the previous Diablo client designs (which were some of the most hacked games in history).
