Sure, they are talking. However, you don't need them to do anything. You don't feel danger when exiting the city. You don't feel any excitement. There is no challenge to the zone, the shout is probably talking about politics or something stupid. They are names and faces you forget.

I didn't say WoW invented it. WoW barely invented anything, pretty much copied most of its ideas from everyone else.
