We started a similar linkshell group on Leviathan for new and returning players. It's just a close-knit group of players who like helping each other, and evolved in to an FC later.

Here's just an idea that worked out for a bunch of us on Leviathan.

Set up an LS and advertise it as a friendly LS to help new and returning players. There's a lot of players like yourself and they all want to enjoy working out the challenges of the dungeons themselves or learning how to do it too, so you should get a lot of recruits. Find a partner or two to work it out (try asking on your server world forum for anyone interested in helping lowbies, that's how I found my first 4 officers), play with them and see how eager they are with the LS mission, and you'll be good.
