That's why, one of the last times they even mentioned the concept, they basically said; "We're waiting until it will make sense within the context of the lore/story".
Actually, the most recent time they mentioned it was a simple "It's coming later" several months ago;
Lore-wise, we've actually got a fair bit of good reason to want to use Primals... Right off the bat they've been shown that they can just end an Ascian/"Immortal" (See: Leviathan and Thordan), and stopping the Ascians is actually the Scions primary goal... Then lets not forget that the Scions are currently missing, for the most part, and we've just been on a magical adventure with someone who summoned a Primal "for the greater good", regardless of the supposed damage Primals cause to the planet (and she was even one of Hydaelyns chosen, like us). As far as lore goes, I can't even see this being much of a problem... It's a gameplay feature, not a story feature. As far as lore goes, it could happen a few times, perhaps directly in the main scenario for whatever reason, then from a gameplay perspective we can repeat it ad nauseum, but that isn't part of the lore. Take the existing Ifrit; As far as lore goes, we fight him three times. In the story, in the (Hard) mode, and in the (Extreme) mode. That the (Hard) and (Extreme) mode are repeated dozens upon dozens of times for loot does not happen, as far as lore goes. Same thing for Praetorium, the story has us going there once and it blowing up, but the gameplay (specifically the roulette) has us going back over and over. Similar situation for FATEs and Hunts, you can kill the same Hunt monster dozens of times, but that is because it's a gameplay aspect, lore-wise that monster got hunted and killed once. Free Company Primal Summoning would be no different, as far as lore goes the dozens of times Free Companies could summon them do not happen, we just summon them the once during the main scenario to introduce the concept, for example.FC primal summoning has been delegated to 'some time later'.
Really, the precedent for "Good Guys summoning a Primal" has already been set up. First by Louisoix (who tried to summon the Twelve to stop Bahamut), and more recently by Ysayle. Wouldn't be that hard for them to then implement it the once in the story, and then give us access to it as a gameplay feature. It just needs to happen once in the story, and they can excuse giving it to us to play with all the time, and it's already happened twice. They just need to have us summon next time, rather than a NPC.

Expanding on this, lore-wise, the thing that makes a primal so bad (draining the land of aether a.k.a lifeforce) seems to happen gradually/over time. Furthermore, the aether they consume seems to be released upon their death/destruction. So while a primal existing for a extended period of time is definitely a problem, theoretically a primal that only existed for a brief amount of time in the vein of traditional FF summons (meaning they appear, launch a big attack, then disappear) would be more or less okay.
