CT is dead, please fix

I'm hoping it's more 'get eso upgrade items' through some roundabout method by running a new 'raid roulette' that includes all of CT and will continuously add Void Ark instances.

Likely a weekly quest of "Do Void Ark parts 1-3 and trade all 3 Key Items for an eso upgrade"
