Sorry this was pretty far back, but seriously, just find another 23 people who want to run this with/ for you? Given that there's no reward involved for the vast majority of people, sure, I bet that'll work out nicely.

Seriously though, I'd like to see them do something to not make CT and a few other areas completely unused, especially since new players may want to at least experience the story/ clear the quests and with no incentive for anyone else that's just very unlikely to happen.
