[Dev 1032] Attack boosting skills and STR not working properly?

While grinding some Materia I notice that my WS was doing same damage without using any Raging Strike/Ferocity, I tried this about 30 times kept getting same damage unless I scored an critical hit.

Now, I have been using all the stat rings in the game to see what stats boots what all stats currently boost something except STR. After equipping + 25 STR no stats have changed except STR stat.

Could someone else test this and see if this is a bug for me only, or is it just not working properly.
