i see, guess they were leveling the playing field on the down scale then, carpenter/smithing/goldsmith always seemed to have 2 max at an area for 40+. Don't know why they scale to the lowest rather than the highest :/

This problem has been persistant across the board. In any class that I am leveling I am fortunate if I can find more then 1 level appropriate quest in the 3 cities. I have yet to see a R40+ Armourer quest in Ul'Dah. The only exception to this appears to be Weaver. Guess SE wants us to become a society of Seamtresses. 1.19 has accentuated the disparity in SP rewards for all actions as it relates to your current level so doing anything below your current level is a complete waste of time and levee allowences. Combine this with the fact that many Mats have been made the exclusive provence of DoL trying to grind your way through can become a time consuming moneysink. It is imperative that SE does a complete rebalancing of the levee system and offer a reasonable number of levees for each level class. The current levee allowence system should be sufficient to prevent people from abusing the system. Community Reps, please stay on the Dev team until they provide us with a proper response to out concerns

Downscale no, upscale is what is needed. They need to hurry up and have at least 2-3 leves of each level in increments of 5 for each city state for each class. Some leves are overpowered for one class where for the other theres no reason to even look for them.

I completly agree, I just assume that was what SE's thought behind the weaver level amount downscale.
Similar to their thought on making fishing nodes grade 1 from 6 above, Rather than giving mining and botany grade 6 nodes.
