Thats because there's only ever been one r40+ lth leve for gridania. However, for all the other classes, I've only seen more than 2 offered (if they have more than 2 to offer) only once. Even if you turn them in and supposedly make the leves offered refresh in order for you to take new ones, it doesn't change the count.
