Some people (like me) has a bug with recast timers that doesnt fix logging out and back in again, along with another bug with casting bar and time remaining of stats on character.
All those bugs that has to do with time remaining/casting time/recast time fixes only by changing text fonts of the game (from FINAL FANTASY XIV Config). Sadly some symbols aren't displayed propperly with most windows fonts.
I noticed this fix by myself by chance. I hope this help all those ppl with the same problem as me.

Yup, happens to me too sometimes. Seems like the timer is not synchronized with the server or something. It will all solve itself with the new servers and UI anyway. So, I'm being patient for now and just try again 1 or 2 seconds later.I already started threads praising the improvements in the game, but this is not one of them.
Last night, during an action-packed session at Zahar'ak, I noticed a lot of my spell-casting attempts were not actually followed by the corresponding spell... it took me a while (it was hectic) but it eventually became evident to me why this was happening: My casting timers had stopped working, and I was pressing on apparently ready spell icons attempting to cast spells which were still on cool-off.
Edit: This has nothing to do with the elimination of the action queue in the recent patch. All the attempted casting happened after all previously triggered actions were complete.
Both the time counter, and the dimming of the spell when not available, suddenly stopped happening. A reboot of the game client fixed it.
Has anybody else noticed this?

There seem to be two separate issues: A) If you are overclocking your CPU, depending on your Bios and its overclocking procedure, you might end with accelerated, or out of sync timers. And B) There seems to be an independent bug that simply makes the visual aspect of the timers peter out, sometimes during graphically intense fighting, and the circling visual counter plus the graying out of the unavailable action simply are not there.
The only solution I've found for A is disabling the overclocking. B only requires a simple restart of the game client.

Yeah, I've been having this issue a lot lately.. It's a bit irritating having to "guess" when I can actually cast my next spell.
I had a different bug with recast timers along with casting bar and time remaining of status on character. All those time-related issues were working faster than normal (action 15s recast time -> 3 sec recast time; 30s status effect showing 10s status effect and blinking until fade; casting bar filling in 0.5s (or always full) when casting time is 2s; etc). Problem included recast time showed with /recast command.
People having this bug can fix it by changing text font of the game: FINAL FANTASY XIV Config -> General -> Font Settings -> Use windows system font, but they will lose original font of the game.
Let's hope SE fixes this particular bug fast. Using any windows font makes all recast, time bar and time remaining of status effects working propperly again.

This happens to my brother rather often as well.
its sooo depressing we have to fix this issue with a restart.. like really? soo. i have to restart my computer every time the timers go haywire..how do i have a feeling this is gonna be 3-4 restarts a day on a good lag day?
this is why i started leveling botany like crazy, no pressure and lag or broken timers

I have this issue too. Since my processor is a i7-2600k i can't really "turn off" overclocking since the speed is constantly adjusted by the processor.
This bug is super annoying and does seem to get worse and worse the longer you stay logged in.
