    There seem to be two separate issues: A) If you are overclocking your CPU, depending on your Bios and its overclocking procedure, you might end with accelerated, or out of sync timers. And B) There seems to be an independent bug that simply makes the visual aspect of the timers peter out, sometimes during graphically intense fighting, and the circling visual counter plus the graying out of the unavailable action simply are not there.

    The only solution I've found for A is disabling the overclocking. B only requires a simple restart of the game client.

    Wow.. that never occured to me. I started this problem right around the time my husband overclocked this same computer to play BF. I was able to fix it with a restart, and it just never dawned on me to associate it with the overclocking.
