The issue I was broaching is that I liked that we had these staple items available and unlike the other events after the introduction of Mog Station Cash Shop, these items were still brought in available in game, so I was hoping we'd have something consistent for the summer events.

I'm happy they're still available, but it was nice to have something consistent. For in game events.

Notice however I expressed disappointment but also made a mog station suggestion.

Well, I think this is better than what we had for the last year. Starting with Halloween 2014 (the first event after the mogstation store was created) they were adding items to the mogstation store after them being available in-game only once. Now they are adding them after the items were available twice.

If they continue this, we might see the items from Halloween 2014 purchasable in-game this year, in addition to new 2015 items, with the 2014 items being added to the mogstation store in early November.

While I would prefer if old holiday items remained available in-game forever, for the sake of new players, having two years worth of items available each holiday is a good alternative. A good selection of items in-game keeps the holidays festive, and helps when the developers choose to do something different for a given year.

Example: Valentine's day 2015 only added a new barding, so people who wanted a heart themed outfit for their character only had mogstation store as an option. This restricts the devs into either having to design a new costume each year, or have the players unable to find festive gear in-game.

If hints for 2015 Halloween are true, the outfit being made for the holiday are rather lame recolors of normal crafted gear, because the focus will be on a mount and pet reward instead. That's an example of the devs being forced to do a new costume when they'd rather focus on a different type of event reward.

See this is why I was happy there were both swimwear and yukata in game. They switch them each year but only being able to get one at a time is disappointing. I thought that these items might be in game staples and that was nice but if they do the holdover thing so you can always get the previous item with the new one, that is nice too.

Um... No. Last year's Moonfire Faire rewards (Emote: Bomb Dance, Blackflame Lord's Yukata, Whiteflame Lord's Yukata, Blueflame Lord's Yukata, Redfly Lady's Yukata, Bluefly Lady's Yukata, Pinkfly Lady's Yukata, Minion: Minfilia, Minion: Thancred) were not available during the event this year. They were added to the Mogstation when the announced the dates for this year's event. The previous event rewards that were available were those from 2013 and earlier. Which, I'm guessing, was a gesture made to the expected influx of new players joining with the coming of Heavensward, giving them one shot of getting some of the 1.x rewards. But saying that they're making them available twice before sending them to the Mogstation is not true, even if I wish it was.

Really, that would actually be a good compromise. Let each event have the new rewards and the rewards from last year, and anything older than that, you'd have to pay real money to get. Would both serve to keep the 'items to grind for' during the event down and make sure the events move forward instead of getting stuck in a rut as some people have expressed worry over, plus allow people to get items they were juuuust too late to get.
