Just my opinion but i think mind > int > crit > det > ss > piety
It is just personal preference, but if you like help some dps that commander set is pretty useful. If you only heal 100% you can forgot int.
I do toss out the occasional DoT or Ruin 2, but usually I'm so busy keeping everyone topped off that there's no time for it. I didn't even think to check the Commander's set, though. That's a good idea.
Make sure to get plenty of VIT, especially via accessories. As a PVP healer, you're gonna be the tank.
If you wanna know damage differences between different gear there is some examples. This is WHM 300 potency attack. Ravana weapon make those numbers + 100 what those are supposed 2 be in pvp.

I don't think you have to worry about mind. It will be the biggest stat on every healer piece of gear you get. I find that scholar pieces secondary stat seem to share spell speed or crit. With Determination and piety being shared stat slots. Not a 100% thing but when you are picking from 160 180 190 and pvp sets you will notice enough overlap.
I go for crit myself. Lustrate crits for just under 6k, adloquium for over 3k and regular adlos are 1.9k. What I greatly suffer from is lack of spell speed. So with crit I next try to find the pieces with determination. Trying to get the base heals as high as I can before the crit. Quite a few good WHM's I know like spell speed over crit. I just wasn't finding the benefit. You can have 9 lustrates and 3 more while dissipation is up.
The other favorite option is pure vitality. Then I believe the only option is crit. I don't find that as effective at 60 as I did at 50. The terrain is a lot more interactive and the burst damage of classes at 60 exceeds the extra 4k in HP you can get.
I think it is more a preferred play style then one stat being better then an other when the main stat is mind and it is on every main piece of gear. I did grab a screenshot from the end of the match so you could see the stat spread.

Vitality is pretty much a must. It's nice that I main a tank for pve because it's easy to throw on my vit accessories.
The healer is everyones natural first target to take down, making you the tank of pvp matches. Be this Frontline or Wolves Den.
In Seal Rock I have just over 12k HP, which is enough to survive a Raw Destruction. Being able to walk away from one of those will surely cause some opposing dps to hate you, lol. But it'll also let you carry on healing your team. If you had mind/int accessories yes you may dish out some higher numbers healing/attacking, but once you're taken out that may spell doom for the rest of the party if you have no backup healer. And in Wolves Den it's almost guaranteed to mark your loss in the match. Lower potency healing with less chance of yourself getting killed ends up being much more valuable.
