I would offer that the later primals are gated behind gear levels (70/90) that are higher than the original ones (55/60). Better gear = easier time with the primal.

Of course, with the 3.0 gear levels, any 2.0 Hard-mode instance is much simpler, except that mechanics will kill you quicker than actual hits by the bosses.
