You need to upgrade one ring to ilvl180 before being able to buy the same kind of ilvl170 ring.

You can buy the upgrade item (raw doman urushi) from Ardolain at the Forgotten Knights in Ishgard for 150 centurio seals (hw hunt seals) OR from Hismena in Idyllshire for 350 law tomestones.

After that you go to Seika in Idyllshire (nearish the summoning bell, don't remember coords) and select the option to "improve doman armor" (or something like that) so you can upgrade your item.

That ring will unfortunately stay Unique, so you can't wear two of the Law ilvl 180 rings at the same time.
