I was on my ps3 and found out my lvl 50 ARM, 55 GSM and 56 BSM was getting no exp even tho I have heavensward on my PC on the same service account just not the ps3 ver. does that mean if someone doesn't have 3.0 they are stuck at 50?

That's the gist of it, yes.
The level cap is a feature of the expansion, if you don't have it registered for the version you're on then it only makes sense that you'd not benefit from the expansion's features. This is how the game works. It's no different than having the PS3 version installed but still not being able to play if you don't have the PS3 version registered.
Exactly, PC and PS3 or 4 are different things. You need to buy Heavensward for your PS3 if you want to get all that is gated there.
I figured that it was a feature added to the game (in general) not something that was a expansion feature, I know on FFXI if there were a lvl cap increase with a expansion it was across the whole game, I don't understand why SE made the lvl cap increase limited to those with HW installed and registered.
I am a little surprised that you can't level post-50 on a non-hw system if you have the expansion on your account. I get having dungeons and areas gated, that was stated pre-expansion, but it seems odd to stop exp gain. I only play on my PC so it doesn't affect me, just seems strange.
To all those surprised by Square's move in requiring registration for each version... this isn't XI. Nothing is account-wide unless otherwise stated. This is how it's been since the 2.0 Beta. It shouldn't even be a surprise now with it being 2 years since 2.0's launch proper.
Yes the level cap increase was added in the expansion not a patch so no expansion equals no experience after 50. Also as stated the expansion is system based not account based.
This is the only modern game that does this btw.
Imagine what would happen if say, wow started making you buy a separate copy for both Windows and Mac if you wanted to play on both(have to here, so its not just consoles).
It's stupid and no more than a money grab.
If I want to play Hearthstone on my phone, everything I bought for it on my pc is already on it. Telling people content is connected to device and not account would piss them off.
Also, op, if you try to log in a character in HW areas on your ps3 it'll give you an error. Because of their stupid money grab system.

ESO is separate by platform.... ENTIRELY. Console and pc accounts are completely separate and don't even play together.
