Dear SE - Please Let Me Save This Man

About a month and a half ago while farming red scripts in Cwh I happened upon a man laying in the snow. At first I thought it was a unconscious player and when I rode closer on my chocobo the man vanished. No name popped up.

I joked with my FC at first about there being a ghost in CWH but I forgot about him due to not seeing him for a while.

Today, however, as I was waiting for the node to spawn for Chysahl greens, the Legendary Node spawned before and I went to gather it for my first time and suddenly startled, my ghost was dangling from the cliff above, alive but kicking his legs for his life. It happened so fast before i thought to take a screen shot with how close I was, he suddenly fell and then vanished once more. I gathered my node and came back and was able to find him once more dangling from the cliff.

Please SE, let me save this man.

I know this is a graphical glitch (clarification this npc is glitching on my end and appears it properly displays for others), but I don't know the conditions or how it occurs. Either way, it is a disturbing sight and I would sincerely like to help this npc. I do not remember any quests or fates that would involve which looks like an Elezen male around the coords 9x, 10y. I'm curious if anyone else has seen this or has any info on who this is or if he was tied to a quest/fate.

Apparently this man is trying to off himself Sadly this was lost for me as I can't get close to him to see the chat bubbles normal NPCs have. Below is what I encouter and have been stumped with, thanks for clearing it up, still sad, the healer in me wants to save him still...

My friend is telling me that he has a chat bubble saying something along the lines of "goodbye cruel world" if you are close enough, problem is he vanishes for me before it happens. My friend just tweeted a picture of it to me, sadly I can't ever get this close no chat boxes show up for me:

He doesn't actually die though, when he's laying on the floor he's saying something about powder snow if i recall right.

There's apparently more than 2 of these people hanging on cliffs, not sure if true though.

I know the one in CWC, and in Ishgard... SE trying to make a point LOL.

I don't think they're glitches, but rather NPC's added to give a little more flavor to the world. Kinda like the Arcanist and the Carbuncle in Mor Dhona were. There's also a merchant with a Chocobo that appear over by the Botany Ephemeral Node (near the Dreaming Dragon); his chat bubble says something to the effect of "Just a few malms to go". There's another merchant with a Chocobo (though I don't remember where, I think closer to Falcon's Nest) that says something about not being able to afford losing another bird.

There seems to be a trend in Ishgard of elves falling off of things. I guess this is what you do before you become a DRG and start jumping onto things.
