Cannot Hide or Unlock Pet Hotbar on PC

I cannot hide or unlock the pet hotbar, and I play on PC. I have looked up multiple threads on this from many sources, but all the posts I found directly relating to it are well over a year old.

Simply put, aside from scaling and moving the hotbar around the UI, customisation is absent. I'm hoping that there are options for it and they're hidden somewhere I overlooked.

I very much dislike the order the actions are placed on the bar, and also how so many are on it. I would prefer to keep basic commands like stay and obey separate to ability/spell commands.

I cannot hide it from the HUD config or by unchecking the box under the cross section of character config. Locking or unlocking the bars on my UI has no effect on it.

If this is working as intended, then this is very poor design. It's inconsistent to make only one bar immune to proper customisation, and it's very restrictive on classes who have pets as an integral part of their mechanics.
