Otaku (おたく/オタク?) is a Japanese term for people with obsessive interests, commonly the anime and manga fandom.
Dude, he/she wasn't calling that person an otaku. He/she was saying that the misconception that the general Japanese public are otakus was comparable to misconception that the general Japanese public approve of loli.

Otakus in Japan are just collectors, usually people collect things related to TV shows. But it can be anything. My Dad found this out when a Japanese co-worker came over and saw the garage full of every tool imaginable.
