Steps:
Wandering into the aforementioned coordinates during daytime resulted in the character being brightly lit despite character lighting set to default values. As the character lighting returned to appropriate levels after accepting a Duty Finder queue and ending the instance Stone Vigil, I'm currently determining if the time of day is relevant to this lighting bug.
It occurred right after accepting and turning in the quest "Fort of Fear", though the relevance is as of yet unknown.

After more testing, it appears this might be, in fact, a feature. Nevertheless, I have two images----one with the ingame time, and one with the character lighting turned all the way up for comparison.
