Unable to access main story quest "A Matter of Tradition"

Hi guys, I'm a new player and I'm trying to complete the main story, but after completing "Duty, Honor, Country" in Ul' Dah I am unable to continue to the next quest, which should be "A Matter of Tradition". I can't even access the Heart of the Sworn. The most recent threads I've seen posted about this issue were over a year ago, and all threads lead to no answer but are considered "resolved", so here I am reposting the issue. I have sent a report to Support themselves but I have yet to receive a response. Does anyone know what happened or how this was resolved?

Have you checked your Journal to see if you really have actually completed Duty Honour Country? It's possible you might still be actually on that earlier quest and haven't yet completed it (if it's still listed under 'Current Quests' then this will be the case.).

When trying to access the Heart of the Sworn, have you spoken to the Sultansworn outside the door? Although I'm Gridanian who had a different main scenario quest to that, at that point in the story each city has a similar quest which requires access to a normally closed room, which is accessed by speaking to a npc outside. Otherwise it's possible it's a bug which only SE can fix I'm sorry to say.

Yes the quest displays as completed under my journal and the NPC cannot grant me access. I have sent a second report to SE. No response from the first report after atleast 2 days.

Well you had to of had access to the Heart of the Sworn at some point because the NPC that gives you the next quest is the same one you turn in. Duty Honor and Country to (which if it says you completed, you had to of been in there at least once).
