Go stand in front of the level 15 dungeon and politely ask to join people that show up.

Do ever think we may have too much content? I mean I would like to do low-level party content,but I want to rank up my class to 50 first,then do gathering,then do crafting,then do company,then do mainstory,then to sidequest....arrrghhhhhhhh,my playtime limited!!!

I tried that. Theres noone in the dungeon. Also the person who did show up said he was afking too much so he preffered not to party then he went afk...

Sounds like your server has low population at this time.
You could always do disciples of the hand and land, or do side quests while you wait for more people to be available.

Hang in there and I'm sure you'll find a linkshell or someone to help you out.

You in selbina it the most population server everyone to busy powerlevel each other to 50 and doing ifrit fight. It's a bad time to level up low level class. I'm zenaku yamada if you you could party with me and my friends we doing low level class to wait and see if they fix the bad powerlevel and maybe ppl start making party again.
