Why not?
Extra Vitality is not going to make you take less damage per hit, and you are going to have to heal someone with a lot of Vitality more to get them back up to a safe range. The goal of dungeons is to get out of them as fast as possible, so I cannot see why you'd gear Vitality in exchange for a healer DPSing when that's just going to make the tank take more damage overall by virtue of the tank doing less damage.
Given a choice, I would much rather have a tank gear Strength and a healer not DPS than a tank gear Vitality and a healer DPS. Throwing out a Holy/Aero III or triple DoTs + Bane or two casts of Gravity is not going to make a properly played tank drop regardless of what stats he has chosen. A tank with Strength alongside a healer doing damage is optimal for running dungeons.

it's really up to the healer if they wanna add dps to the group on occasions you come across DF groups that are....well dumber then a bucket of shrimp they got high Ilvl gear but havent got the slightest idea how to maximize their aggro or dps properly. But then not everyone can be hardcore or anything like that it's really up to the healer if they think they need to add in the dps. but yeah there are a few out there that watch netflix or are doing something that takes they're focus off the game aside from hit few cure 1 and cure 2 every on and then
