Because they're pre-existing items that are often associated with the weapons. Bows come with quivers, swords come with sheathes, Sharlayan star globes evidently come with card holders.

Guns (a pre-existing technology) do not regularly come with a very specific, unique device that was recently invented to enhance the use of those pre-existing guns. You can't expect to find new ones in treasure chests in ancient ruins.
