But one issue I think that will most definitely come up is what happens if the empire was defeated and relinquished it's conquered lands, what then? What happens to those annexed territories?

Historically speaking, a few things could happen depending on the recency of the territories conquest. Older territories that dont remember a time of not being conquered would be absorbed by another country nearby, or would be cut up into new countries by a combination of their own and outside influence like what happened to Prussia. the more recent conquests such as ala migo would more likely be re-established as their own indepenedent governing body with their old borders, and would be assisted by outside allies in rebuilding and stabilizing their original or a new government. That could happen to the older conquests too, but is unlikely.
