Almost all the problems with the beasttribes come from the actions of the non beasttribe races and the majority of those are directly due to the actions of the Garleans.

Ascians really if you want to get down the base of the problem. The only beast tribes I think your argument holds merit with are those of the Gigas, Sahagin and Kobolds. Aside from the Slyphs the others have shown themselves to be aggressive without any provokation.

Likewise the Ixali and the Amal'jaa summoned their primals as a result of feeling threatened.

Even if that's true that doesn't justify there actions of aggression against the Eorzean city states. The Amal'jaa have been slave raiding and killing uldans unprovoked and they are responsible for the blood on their hands. Same with the Ixali regarding gridanians. It was their choice to invade and it was not justified.
