who is we? and i think the answer is because we had this "little" problem in Ul'dah and Ishgard that had to be taken care of first. it's very possible that we'll get there in the next expansion.
Well we stopped that Ascians from blowing up Eorzea with Ultima, so we can't THAT bad.
In the event that Eorzea is faced by an enemy which only us heroes and Garlemald can stand against, and Garlemald isn't pointing their weapons at us, I'd say that'd call for a temporary alliance with the Garleans.
Until that happens, the only good Garlean is a dead Garlean.

As someone who has played TOR... You can be Lightside or Darkside on either side of the war. Being good or evil on either side is a might bit different. My Dark side Republic character typically winds up being pragmatic and a little heartless, but ultimately does what they feel will do the most good, by sacrificing the least lives. My Darkside Imp is a Gleefully psychotic murderer of women and children, not presented as doing it because they're hurting my side, but because they're present and I have a flamethrower. My Lightside Imp is an honourable warrior fighting for monsters, while my Lightside Pub is practically Captain Freaking America with a lightsaber.
In regards to FFXIV... The Garleans can't really help us unless the Ascians pretty much rip a hole into the void and we need numbers. Till then our true enemy is fighting a proxy war using one patsy after another. An army is less than helpful here.
